Shire of Yarra Ranges Electoral Representation Review

The Victorian Electorial Commission conducted a review that examined:

6. REPORTS FROM DELEGATES
The Chief Executive Officer, Rob Hauser, highlighted a project being undertaken by Interface Councils on the social and environmental benefits of people working within their municipality. He spoke on the potential annual savings from factors such as reduced travel times, vehicle operating costs, and air and noise pollution as well as the social impact. Part of the project is to address the creation of more jobs for community members within municipalities.

Container Deposit Legislation Supported

8.11 Container Deposit Legislation
SUMMARY
There are clear benefits from a Container Deposit Legislation (CDL) based system in improving recycling rates, particularly as they relate to away from home consumption that does not get picked up by the kerbside recycling system and possibly reducing part of the litter stream. However, the costs involved need to be fully understood, as the community will be required to pay the price for improved environmental performance. In addition, any system introduced should be National and fully integrated with the National Packaging Covenant and kerbside recycling services.

Resolved on the motion of Crs Cox and Dunn
That:
1. Council write to both the State and Federal Governments advocating for the introduction of a broad based packaging/container recovery scheme supported by legislation; integrating initiatives such as Container Deposit Legislation, the National Packaging Covenant and kerbside recycling.

2. The above letter propose that in the event that the forthcoming review of the National Packaging Covenant does not recommend a national approach, the State Government introduce Container Deposit Legislation in Victoria and that they continue to advocate to the Federal Government for a national approach.

3. P & M Cook be advised of Council’s position accordingly.

 

Genetically Modified Organisisms motion February 2008

YARRA RANGES SHIRE COUNCIL MINUTES – 26/02/08
Resolved on the motion of Crs Dunn and Keane
That Council write to:
1. The Premier to ask the State Government to:
(a) Extend the ban on commercial GM canola for at least another five years.
(b) Use its powers to create GM and GM-free areas and to declare our municipality a GM-free Zone (a policy principle made under Section 21 of the Commonwealth Gene Technology Act 2000 gives all states these powers).
(c) Establish a public on-line register (including maps) showing all GM release sites – both experimental and commercial – so those who want to stay GM-free can avoid those sites.

2. The Commonwealth and State Health and Agriculture Ministers, advocating that:
(a) No government allow its GM crop ban to expire without all states agreeing.
(b) All foods made using GM technology and processes are to become fully labelled.
(c) Strict liability laws are enacted to hold GM companies fully responsible for GM contamination.
(d) All animal feed be fully labelled as to its GM or GM-free status so that farmers can exercise their choice to remain GM free.

  • Landcare Network Planning has commenced on for the 2008 forum entitled - How climate change affects our local environments and environment group activites
  • Environment Strategy Final draft has gone to council 20 Nov for approval
  • Flora and Fauna Strategy Public draft planned to be tabled early 2008
  • Yarra 4 Life Project Update Intiative has just received $70,000 to invest in property planning and demo farms in the woori yallock catchment. Project to be managed by YR landcare officer with Greening Aust.

Logging in Water Catchments – Motion to MAV State Council

That the following statement, adopted at the Council meeting held on 27 November, 2007,namely:

“The Shire of Yarra Ranges does not support logging in water catchments.

Council recognizes that:

1. Logging has a dramatic and detrimental effect on water yield in catchments.

2. Young re-growth trees need more water to grow thus releasing less water into catchments.

3. Logging reduces stream flow and yields to water catchments.

4. It takes 150 years for water yields to return to their pre-logged status.

5. It is poor water policy to continue to log our catchments.

6. Logging of water catchments adversely affects water quality through increasing sediment as does road construction through logging coupes.

We urge the government to consider a policy of no logging in water catchments."

be presented to the next meeting of the MAV State Council requesting its support in making representations to the State Government in opposition to logging in melbourne’s water catchments.

The motion was carried unanimously.

1. The State Government and Federal Government be advised that we oppose the construction of the Sugarloaf Pipeline Interconnector project until claimed water savings can be demonstrated.

2. A report providing a synopsis of the environmental, social and economic impacts for the Shire be prepared by officers and presented to the next Council Meeting.
